Advisory Council on Libraries
First established in 1995, and reconstituted in 2003, under the provisions of the 1964 Public Libraries and Museums Act, the Advisory Council on Libraries (ACL) is primarily an expert group on public libraries, providing advice to the Secretary of State "upon such matters connected with the provision of library facilities... as they think fit".
As well as providing advice to the Secretary of State the ACL also provides advice and guidance to the Museums, Libraries and Archives Council (MLA) on public library matters.
The ACL consists of 8 members who are appointed by the Secretary of State in accordance with the Nolan Guidelines covering public appointments. In addition to these members there are 2 observers, representing the Chartered Institute of Library & Information Professionals (CILIP) and the Local Government Association (LGA) respectively.
