EvidenceFull documentary evidence During the first phase of the Inquiry, Lee Hughes, the Secretary to the Inquiry, formally submitted all material provided by the parties as evidence. We have published all of this evidence where appropriate. Where we have not done so, we have set out explanations in line with the Code of Practice on Access to Government Information. This applies to legal correspondence, sensitive or personal information, such as phone numbers or addresses, as well as a small number of documents which cannot be released on national security grounds. Personal witness statements or chronologies supplied by individuals were not included because the relevant elements of them had already been read into the daily transcript. Material submitted by the parties during the second phase of the Inquiry (after 15 September) has not been published on this website, unless it was referred to by counsel in the course of the hearings. Lord Hutton has taken the view that any material which was not deemed important enough to be used by any of the counsel during the second phase is not evidence, and thus has no part in his considerations.
