The UK has performed very well in the Energie Programme, and now the final
batch of results are in, we can give you some headline figures:
Second Call Evaluation Results 9th February , 15th March and 14th December deadline
A total of 565 proposal were submitted for the December 2002 deadline
– of which nearly 28% (158 proposals) were retained for immediate negotiation
(see Figure 1). There was a UK participant involved in just under half
of the successful proposals. 24 UK co-ordinated proposals were selected
for immediate negotiation – a hit rate of 1-in-4. A total of 408 eligible proposals were submitted for the February and March 2001 deadline – of which nearly 30% (120 proposals) were retained for immediate negotiation (see Figure 1). UK participants are involved in 54 of the successful proposals – 45% of the total. The results for UK co-ordinated proposals were poor in the February evaluation, with only 3 successes out of the 27 submitted – a hit rate of only 1-in-9! The results for the March deadline were significantly better with 9 successful UK co-ordinated proposal out of a total of 38 submitted – a hit rate of 1-in-4.
Figure 1 The funding of the successful proposals is shown in Figure 2. Figure 2 illustrates the stronger results for the UK in March and December and the relatively weak performance of UK co-ordinated proposals especially in February.

Our analysis of unsuccessful UK proposals in February shows that a significant number failed on the Scientific & Technological threshold criterion whilst others were given low scores on Resources & Management. The failed proposals also tended to be smaller than the successful ones and did not demonstrate sufficient Community Added Value. A more detailed analysis

- Integration of Renewables D - Clean Urban Transport A more detailed look at the evaluation results can be found below. Topics covered: The total number of applications to the ENERGIE Programme was 199, of which 195 were eligible proposals with requested funding of €337M. There were 27 eligible UK co-ordinated proposals with requested funding of €41.5M, 12.3% of the total. 84 proposals were recommended for funding. However the total recommended funding of €134.7M is in excess of the budget for this Call. Hence only 67 proposals were retained for immediate negotiation with recommended funding of €114.5M. Only 3 UK co-ordinated proposals were recommended for immediate negotiation, representing only 5% of retained projects – a success rate of 1 in 9, significantly less than the last evaluation in May 2000. The recommended funding for these projects is €4.6M, representing only 4% of the total recommended budget. The table below summarises the key evaluation data covering the Fourth Call for Proposals October 2000 (closing date February 2001).
Source: European Commission’s Final Report and Statistics In addition to the three UK co-ordinated projects that were retained for funding, the UK had 64 participants in projects recommended for immediate negotiation, with a total requested funding of €10.43M, which represents 9% of the €114.5M total. These 64 participants are involved in 32 successful proposals, which means that the UK has a representative in just under half of the 67 projects recommended for immediate negotiation. 43.3% of successful proposals were in the General area and 56.7% in the Target Action areas. All three successful UK co-ordinated projects were in the General area. In addition over half of the UK participants (33) were involved in projects in the General area. These participants requested funding of €4.9M, just over 10% of the total recommended funding for this part of the call. In terms of funding for the UK particular areas of success were in Target Action H (Biomass) and in Target Action I (Integration of Renewable Energy Sources) with €1.9M each. The most successful Target Action area for the UK was Target Action K (Storage of Energy) where 19.6% of the total recommended funding to the Target Action was requested by UK organisations. The UK performance was poor in the following Target Action areas:
Topics covered: The total number of applications to the ENERGIE Programme was 231, of which 213 were eligible proposals with requested funding of €557M. There were 38 eligible UK co-ordinated proposals with requested funding of €92.1M, 16.5% of the total. 81 proposals were recommended for funding. However the total recommended funding of €132M is in excess of the budget for this Call. Hence only 53 proposals were retained for immediate negotiation with recommended funding of €93M. 9 UK co-ordinated proposals were recommended for immediate negotiation, representing 17% of all retained projects. The recommended funding for these projects is €17M, representing only 18.2% of the total recommended budget. The table below summarises the key evaluation data covering the Fifth Call for Proposals October 2000 (closing date March 2001).
Source: European Commission’s Final Report and Statistics In addition to the 9 UK co-ordinated projects that were retained for funding the UK had 59 participants in projects recommended for immediate negotiation, with a total requested funding of €20.8M, which represents 22% of the €93M total. These 59 participants are involved in 22 successful proposals. This result is not as good as that of February when the UK was represented in just under half of the projects recommended for immediate negotiation. This time the UK was represented in 1 in 3 of the successful proposals. However the value of the funding requested by UK organisations is almost twice as much in this evaluation as it was in February (€20.8M compared with €10.4M). 58.5% of successful proposals were in the General area and 41.5% in the Target Action areas. This is in contrast to the results of the February evaluation when more of the successful proposals were submitted against the target actions than against the general Call. There is a very even spread of UK co-ordinators and participants across the Target Action areas and the General Call. The table shows that the UK participated in 12 of the 31 successful proposals in the general area (39%). The UK even was more highly represented in the proposals submitted to the Target Actions, with participants in 10 of the 22 proposals (45%). In terms of funding for the UK, particular areas of success were in Target Action D (Clean Urban Transport) and in Target Action A (Fuel Cells and Hydrogen) with €5.18M and €1.54M respectively being requested by UK participants. The most successful Target Action area for the UK was Target Action A (Fuel Cells and Hydrogen) where 52.7% of the total recommended funding to the Target Action was requested by UK organisations. In addition UK participants requested €12.5M funding in the General area. This represents 28% of the total recommended funding to the General area, a strong performance by the UK. In financial terms the UK performance was relatively weak in Target Action C (Integration of Renewables) and poor in Target Action F (Clean Gas Power Generation). It should be noted however that in Target Action F there were two successful UK co-ordinated proposals out of the total of 6, albeit with low levels of requested funding.
Topics covered: The total number of applications to the DG RTD evaluation was 283, of which 275 were eligible proposals with requested funding of €516.6M. There were 44 eligible UK co-ordinated proposals with requested funding of €80.4M, 15.6% of the total. 123 proposals were recommended for funding. However the total recommended funding of €171.9M is in excess of the budget for this Call. Hence only 96 proposals were retained for immediate negotiation with recommended funding of €130.2M. 13 UK co-ordinated proposals were recommended for immediate negotiation, representing 13.5% of all retained projects. The success rate for UK co-ordinated projects was 1 in 3 (13 out of 44). The recommended funding for these projects is €14.1M, representing 10.8% of the total recommended budget. with a total requested funding of €22.6M, which represents 17.4% of the €130.2M
total recommended funding.

The UK had 43 participants in projects recommended for immediate negotiation,
with a total requested funding of €62.0M, which represents 54% of the €114.9M
total. This percentage is not representative because one UK participant
requested a €34M EU contribution and although the project was recommended
for funding the total recommended support for the project was €5M.
Assuming that the total funding is reduced by €25M, the funding requested
by the UK still represents 29% of the total before negotiation. Spring 2001 Evaluation of SME Measures CRAFT Exploratory
Awards Three of the seventeen successful proposals were UK co-ordinated (17%). The requested EC contribution for these proposals amounted to €65,625 (18%) of the total funding requested, which gave the UK second place behind Germany (6 proposals) both in terms of the number of successful co-ordinated proposals, and the amount of funding requested. Autumn 2000 Evaluation of SME Measures CRAFT Exploratory
Awards Spring 2000 Evaluation of SME Measures CRAFT In terms of participation, 6 UK companies are involved in successful CRAFT proposals under ENERGIE and 3 UK organisations are involved as RTD performers, with EC contributions totalling 1.2M€. 17 proposals were submitted at this cut-off date, 8 of which were retained for funding with an EC contribution of 0.17M€. Only one of these proposals was UK co-ordinated which represents 13% of the total budget. Deadline date 31st May 2000 Topics covered: Renewables, integration of renewables, emissions reduction, combustion efficiency, efficient buildings, transport, energy storage, cost effective components for renewable technologies Preliminary results of the Third Call for Proposals under the Energie Programme are now available, and show a slight decline in performance for the UK. The total number of applications to the ENERGIE Programme was 472, of which 465 were eligible proposals with requested funding of 776M euros. There were 58 eligible UK co-ordinated proposals with requested funding of 78M euros or 10% of the total. 146 proposals were recommended for funding but the total funding was 182M euros, well in excess of the budget for this call. Hence only 77 proposals were retained for immediate negotiation with recommended funding of 107M euros. 18 UK co-ordinated proposals were recommended for funding, nearly a third of those submitted. However, only 9 were retained for negotiation – a success rate of 1 in 6. The recommended funding for these was about 10 M euros or 9% of the total retained for negotiation. This performance is significantly lower than in the 1999 call results. The table below summarises the overall

Source: European Commission’s Final Report and Statistics The UK was again strong as a project participant, with a total number of 65 successful UK organisations in projects on the "Immediate Negotiation" list, with total requested funding of 13.3M euros which represents 12.4% of the 107M euros. A total of 123 UK participants were recommended for funding which is a similar number to the result for the second call but half of these will not be funded in practice due to the budget restrictions. Second Call Evaluation Results Deadline Date 4th October 1999 Topics covered: Gas turbines, CHP, transport, electricity transmission, energy storage, hydrocarbons Results from the 4th October deadline show that the UK's performance has been outstanding. The UK came first in terms of number of proposals AND value of proposals, taking as much as 22% of the budget, well clear of second placed France on 17%. The total number of successful UK co-ordinated proposals was 23. This represents 55% of the 39 UK co-ordinated proposals submitted, and just over 26% of the total number of successful proposals. The table below highlights the results of the October deadline.
A total number of 112 UK organisations participated in Energie projects submitted in October, with a total requested funding of 36.6M Euros. This represents 34.2% of the budget total. It is not surprising that UK organisations were strong in the CHP and Hydrocarbons areas, and the table below outlines the Key Action areas and UK participation.
Deadline Date 15th June 1999 Topics covered: Combustion efficiency, renewables, integration of renewables, transport, transmission and distribution of energy, energy storage, hydrocarbons ENERGIE proposals submitted under the First Deadline (15th June) have been evaluated, and contracts negotiated. Proposals seeking support of over 300M euros were deemed to be "Worth Funding", which was considerably in excess of the budget available. The total number of UK projects was 33, representing nearly 30% of the 111 UK Co-ordinated proposals submitted, and 14.5% of the total number of successful proposals. In terms of numbers of successful proposals, the UK was equal first with Germany, but in terms of funding, the UK was second to Germany. The results for the number of UK participants is even better. 147 UK organisations were part of successful projects, requesting funding of 39M euros, which represents 19.7% of the total Programme funding.
