CONDUCT
OF EMPLOYMENT AGENCIES AND EMPLOYMENT BUSINESS REGULATIONS
Guidance on the Conduct of
Employment Agencies and Employment Businesses Regulations
Produced
in conjunction with the Recruitment
& Employment Confederation and Equity,
this guidance
(159Kb)
provides information on The
Conduct of Employment Agencies and Employment Businesses
Regulations 2003 (the Regulations) which governs the conduct
of the private recruitment industry and establishes a framework of
minimum standards that clients, both work-seekers and hirers, are
entitled to expect. The regulations come in force on 6 April 2004,
except regulations 26(7) and 32 which come into force on 6 July
2004.
In addition to the guidance
on the application of the Conduct Regulations produced jointly by
the DTI, Recruitment and Employment Confederation (REC) and
Equity, the REC is running a series of road shows around Great
Britain on the new Regulations. These two-hour sessions will
feature speakers from the DTI alongside REC's own in-house
lawyers. Places can be booked through: www.rec.uk.com/eaaroadshows.htm
On 23 July
2002 the DTI published a consultation
exercise on and released a final draft of the Conduct
of Employment Agencies and Employment Business Regulations
(97Kb)* inviting comment on the main proposed changes.
In addition,
we issued an explanatory note setting out the proposed
changes to the draft Conduct Regulations, following the
previous consultation in February/March 2001 and updated the Regulatory
Impact Assessment
(62Kb).
The closing
dates for comments on these proposals is 1 November 2002
The 1999
drafts of the Conduct Regulations and the Regulatory Impact
Assessment can be found in Annexes 2 and 3 of the original
consultation document
(398Kb).
The
documents for the 2001 consultation are at: Conduct
of Employment Agencies and Employment Business Regulations
(111Kb) and the Regulatory Impact Assessment
(59Kb).
There is also an explanatory document detailing
the main changes
(27Kb) made to the original draft regulations
following the 1999 consultation exercise.
