The Utilities Review was launched in June 1997 by the then President of the Board of Trade, Mrs Beckett. It was concerned with the regulatory regime for the gas, electricity, telecommunications and water sectors. Various documents were issued during the course of that review, as follows:

• The response to consultation on The Future of Gas and Electricity Regulation was published in October 1999.
• Modifications to the Government’s Green Paper response proposals were detailed by Mr Battle in a written answer given to the House of Commons on 27 July 1999.
• The response to the consultation on Consumer Councils was published in April 1999.
• The consultation document on The Future of Gas and Electricity Regulation was published in October 1998.
• The consultation document on Consumer Councils was published in September 1998.
