Stakeholder
Engagement
As the White Paper made clear, the Government expects
the NDA to communicate and engage with the public and
stakeholders as a matter of course. The Government
also expects the NDA to show how it uses the results
of this involvement in its decision making. The
Energy Bill places a statutory duty on the NDA to
consult key stakeholders before major decisions. The
DTI is now developing, with stakeholders, a
stakeholder engagement framework for the NDA to
consider on its inception.
Current activities
Regular meetings take place between DTI officials and
representatives of a number of stakeholder groups
including local authorities, trade unions and
environmental groups. There has also been a programme
of meetings with the existing Local Liaison
Committees (these comprise site-level stakeholder
representatives).
Draft Stakeholder Engagement Framework
Work is in hand on establishing a draft stakeholder
engagement framework for the NDA. This will be a
document given to the NDA on its inception
recommending how the NDA might wish to consult and
engage with its stakeholders.
In particular, it will:
- describe the range of stakeholders the NDA
should engage with;
- outline the key areas of the NDA's work that
different groups wish to input to.
- indicate the level and recommended format of
input by stakeholder groups;
- provide a suggestion for how input might be
built up from site level to national level.
The framework will help to provide external
accountability to the NDA's operations and will
therefore be part of the NDA's governance framework.
Its structure will need to ensure that the views of
individuals can be transmitted to the NDA Board. In
doing so, it will need to take account of the fact
that different stakeholders have different concerns
and different levels of impact.

Engagement Framework can be accessed here. We
welcome views on its content. This can be provided
either at stakeholder meetings or via this web site.
We will produce a first draft of the Stakeholder
Engagement Framework for consultation before
Christmas. This website will be one way of submitting
views on it.
Stakeholder events
The Government took up the suggestion made by local
environmental groups to conduct a series of regional
(i.e. site-based) stakeholder meetings. These have
been taking place over the last few months and are
set to continue. These events have two objectives:
- to inform about the changing management
arrangements for nuclear decommissioning. It
will also outline progress and action so far
taken by the LMU; and
- to gather input from a mixture of
stakeholders on some of the key issues
emerging (e.g. the best means of stakeholder
engagement)
The first round of regional stakeholder events,
held in March, April and May of this year, focused on
explaining the Government's proposals and informing
stakeholders of progress towards establishing the NDA.
Events were held in Bristol, Ipswich, Warrington,
Winchester, Thurso, Prestwick Airport, Westlakes, Rye
and Llandudno. A summary of feedback from these
events can be accessed here.
The DTI has now held a second round of events
across the UK. These workshops focused on how, on
what issues and with whom the NDA should engage:
- HOW? The mechanisms for
ensuring that stakeholders' views are taken
into account will be crucial to building
public confidence in the new management
arrangements for clean up. The DTI is seeking
to develop ideas, with stakeholders, on how
the NDA should engage with stakeholders and
the public.
- WHAT? We are interested in
your views on the sorts of issues that the
NDA should address when engaging with
stakeholders. Equally, we are seeking to
define what kind of information might
reasonably be classified as commercially
confidential.
- WHO? The NDA will need to
take account of a range of views, many of
them reflecting a degree of knowledge and
expertise, in order to make balanced
judgements and decisions. It is therefore
important that the NDA engages with a broad
range of stakeholders. The Government
welcomes your views on whom the NDA should
engage with.
