Our
Environment
Protection of our environment will be an important
priority for the NDA and will be implicit in
everything the NDA does. Potential contractors will
have to satisfy the NDA of their commitment to
enhancing safety and environmental performance and
delivering on that priority.
Regard for safety,
security and the environment
Ensuring that high standards of safety, security and
the environment are maintained is paramount in clean
up work. By definition, nuclear clean up involves the
handling of dangerous materials. The NDA will ensure
that this work is conducted to the highest of
standards. Even though competitive tendering will
seek to gain value for money in clean up, there will
be no short cuts.
The commitment
The Government takes its responsibilities towards
protecting health, safety and the environment very
seriously. Contractors will only be taken on if they
are able to meet stringent standards of safety and
security. Once employed, the NDA will require
contractors to comply with all relevant regulations.
Although regulators will be responsible for
monitoring this compliance, NDA will look closely at
safety, security and environmental records when
deciding whether to award or extend contracts.
Contractors who fail to meet the required standard
are likely to lose their contracts and be barred from
future work.
Key performance indicators (KPI)
Key Performance Indicators (KPI) will be built into
contracts in ways that encourage strong environmental
and safety performance. Contractors who perform well
against key performance indicators can expect to
benefit from their good work. Equally, contractors
that fail to perform will lose out.
A common purpose with the
regulators
The public will only feel confident about legacy
management if there continues to be strong, effective
and independent regulation. Good relations between
the NDA, site licensees and the nuclear regulators
are vital to delivery of the clean up programme.
There will therefore be no weakening of the
independence or the ability of the regulators to act
as and when required.
Commitment to openness,
transparency and consultation
The White Paper committed the Government to putting
in place management arrangements for clean up that
are open, transparent, and which command public
confidence. The aim therefore is to create an NDA
that, from the outset, is a champion of public
information, working actively with stakeholders and
earning confidence by its actions.
Proposed NDA stakeholder
framework
As a first step, work is under way to develop a
Stakeholder Engagement Framework that the NDA can
build on once it has been established. This framework
asks a series of questions about how the NDA should
work with stakeholders to ensure that the legacy is
cleaned up in the best way possible. To find out more
see the proposed Stakeholder Engagement Framework.
We will publish a first draft of a Stakeholder
Engagement Framework for consultation later in the
year. We are interested in your views. This website
will be one way of making your views known.
Opportunities to
participate in decision making
You do not have to wait for the NDA to become
operational in order to make your views known. The
DTI's programme of regional events, which started in
March, are one way you can make your views known.
Another is to comment on those documents that the
Department will be seeking views on over the coming
months. And, one of the many purposes of this website
is to enable people to input their ideas, opinions
and comments as and when they wish to do so. Contact
details can be found in the right hand column.
