Who
We Are
The Department of Trade and Industry is responsible
for changing the arrangements for UK nuclear clean up
and preparing the way for the Nuclear Decommissioning
Authority (NDA) . Three Directorates based in the
DTI's Nuclear and Coal Liabilities Unit (NCLU) lead
on this work. The three Directorates are:
- the Legislation Team
- the Liabilities Management Unit (LMU)
- the Nuclear Business Relations team
The role of each of these directorates is
described below.
The project team
Legislation Team
The Legislation Team is responsible for:
- assisting the Bill through the parliamentary
process
- establishing how the NDA should be funded
- the restructuring of BNFL
- the Nuclear and Radiological Skills
Initiative
- stakeholder engagement and relations,
including with regulators and non-governmental
organisations
- planning for setting up the NDA.
Liabilities Management Unit (LMU)
The LMU's remit is to prepare the ground for the NDA.
Members of the LMU are drawn from the public and
private sectors, with Bechtel as the partner
contractors. In preparing for the NDA, the LMU is:
- acquiring a detailed knowledge and
understanding of BNFL and UKAEA liabilities
and current plans for dealing with them
- promoting competition for nuclear clean up,
with a view to creating a viable long term
supply chain for the NDA
- developing strategies for contracting and
procurement
- planing for the NDA
- establish a common basis for estimating the
cost of legacy clean up
- working closely with the nuclear regulators.
The LMU and the Nuclear Business Relations team
will:
- co-operate with BNFL and UKAEA to develop and
refine Performance Based Incentives (PBIs)
for clean up management
- monitor performance against these PBIs.
The LMU and the Legislation Team, will:
- work together with the nuclear regulators
- work on stakeholder engagement
- plan the establishment of the NDA
Nuclear Business Relations
The Nuclear Business Relations Directorate is
responsible for:
- the corporate governance of both BNFL and
UKAEA
- the re-structuring of BNFL
- the DTI interest in broader policy issues
affecting their operations and the NDA. These
include waste management, decommissioning
policy and international transport issues.
The project team is also assisted by three groups, comprising
members both internal and external to the DTI:
The NDA Programme Board
The Programme Board provides an oversight function, with a remit
to ensure effective delivery of the project to establish the NDA
by April 2005. The Board meets every two months. Members include
Senior Civil Servants from the DTI and Other Government
Departments, as well as non-civil servants with experience of
setting up and running large projects and organisations.
The NDA Policy Board
The Policy Board acts as the Government co-ordinating group for
the project. It brings together Government Departments, the
devolved Administrations and the regulators. The Group meets every
two months, allowing the DTI to share information and discuss
policy issues related to the project.
The NDA Advisory Board
This quarterly group provides external advice to the DTI on issues
relating to the project. Its membership covers the worlds of
academia, business and Government.
