7 December 2000

The Green Paper Work and Parents: Competitiveness and Choice was published on 7 December 2000 - also available in pdf format (836Kb). The consultation period for the Green Paper ended on 7 March 2001.

An accompanying research document (305Kb) was also published. This drew on two surveys commissioned for the review – one administered to employers and the other to working parents.
 

 7 March 2001 The Government announced how it intended to proceed on those issues with financial implications for the State covered in the Green Paper. This covered:
  • an increase in the flat rate of Statutory Maternity Pay (SMP).
  • an extension of the period of maternity pay rate from 18 weeks to 26 weeks from April 2003.
  • the right to two weeks’ paid paternity leave from 2003.
  • paid adoption leave from 2003.
  • a further increase in the Sure Start Maternity Grant from £300 to £500 in April 2002, which will benefit 215,000 low income families a year.

 25 April 2001

The Secretary of State for Trade and Industry made three announcements on parental leave:

  • parental leave will be extended from 13 to 18 weeks for parents of disabled children.

  • parental leave will remain unpaid.

  • entitlement to parental leave will be extended to parents of all children who were under five on 15 December 1999 when the right was first introduced.

1 May 2001 Further moves to help working mothers and ease the administrative burden of maternity leave on businesses were announced. A three-part package of measures was unveiled comprising:
  • unpaid maternity leave being extended by three months, enabling mothers to take up to a year off work.
  • a new simplified framework of maternity pay and leave regulations for both employers and employees, in English (57Kb) and Welsh (66Kb).
  • the launch of a new website for working mothers www.tiger.gov.uk to help them get information about what they are entitled to.

8 May 2001 

Consultation documents published on parental leave  (48Kb), on the framework for adoption leave (14Kb) and on the framework for paternity leave (73Kb). The consultations closed on 8 August 2001.

28 June 2001 Work and Parents Taskforce established, chaired by Professor Sir George Bain.
 
18 October 2001 The Government's response to the consultation on parental leave was published, together with draft regulations (17Kb) and a Regulatory Impact Assessment.
 

8 November 2001

The Government’s response (179Kb) [Welsh version pdf (112Kb)] to the framework documents on simplification, paternity and adoption leave was published.
 

20 November 2001  Work and Parents Taskforce published its report About Time: Flexible Working. The Government's response (72Kb) [also available in Welsh (86Kb)] to the Taskforce was also published.
 
10 January 2002 Changes made to parental leave regulations increasing parental leave  pdf (229Kb) for disabled children and benefiting parents of children who were under five years old on 15 December 1999.
 
23 May 2002 Consultation document published on draft regulations to simplify the maternity and parental leave schemes, and set out the fine detail of how the new rights to paternity and adoption leave and pay will operate. The consultation closed on 19 July 2002.
 
8 July 2002 Employment Act granted Royal Assent.
