Foreword
i) On 13 May 1996, the Council of the European
Union adopted Council Directive 96/29/EURATOM laying down
basic safety standards for the protection of the health of
workers and the general public against the dangers arising
from ionising radiation. The Directive replaces an earlier
Directive 80/836/EURATOM, as amended by 84/467/EURATOM. The
provisions of the earlier EURATOM Directives are implemented
in the United Kingdom through a number of different Acts and
regulations including the Radioactive Substances Act 1993,
the purpose of which is to ensure control over the keeping
and use of radioactive material and the accumulation and
disposal of radioactive waste.
ii) The purpose of this consultation document is
to seek the views of interested parties on the revision of
arrangements under the Radioactive Substances Act 1993 that
may be necessary to comply with the Directive. This includes
the setting of levels of radioactivity below which
radioactive material will be outside the framework of
regulatory control. Where there are options for how the
requirements of the Directive may be implemented, the
Environment Departments (Department of the Environment,
Transport and the Regions (DETR), Scottish Office, Welsh
Office and Department of the Environment for Northern
Ireland) are seeking the views of industry, interested
organisations and members of the public. Where it is thought
that there are no options for implementation the document
notes and explains the requirements of the Directive. The
Departments will be happy to receive comments in whatever
form is easiest for respondents. You may find the tear-out
reply proforma at the end of the document convenient to use
but do not feel constrained by it.
