Following the consultation in October 2000 on the Regulatory aspects of the EU Landfill Directive, the Government is inviting comments on the draft regulations to implement the Directive in the UK.
This second paper reports back on the outcome of the first consultation and consults on the draft Regulations. The Regulations will implement the requirements of the Landfill Directive through the new Pollution Prevention and Control (PPC) regime.
The consultation paper is available, for downloading, in two parts:

Comments are also specifically being invited on a proposed change to the duty of care contained in this latest consultation on implementation of the Landfill Directive.

Other issues
This consultation does not cover the requirements of Article 5 of the Directive to reduce the amount of biodegradable municipal waste being landfilled. These were considered separately in the consultation paper on Tradable Landfill Permits which is also available on the Defra website at www.defra.gov.uk/environment/consult/tradeperm/index.htm.
