AFRICAN PEACEKEEPING: CHRIS MULLIN APPLAUDS DEPLOYMENT OF MOZAMBICAN PEACEKEEPERS TO BURUNDI

A 217-strong contingent of Mozambican peacekeepers arrived in Bujumbura today as part of the African Mission in Burundi. The UK provided £3.7 million to help Mozambique to prepare for this vital peacekeeping role. FCO Minister for Africa, Chris Mullin said: 'Eleven years ago Mozambique brought its own civil war to an end. Today, a contingent of the Mozambican Defence Force has deployed to Burundi to help bring peace there. This is a significant step for Mozambique - as well as for Burundi - which we applaud. We were pleased to provide assistance to the Mozambique Government to enable this deployment to go ahead.'

The Foreign Office today revised its Travel Advice for Bolivia to advise against all travel. Bolivia is undergoing a period of social unrest. The security situation has deteriorated. Demonstrations are taking place all over the country. The airport in La Paz is closed.

STATEMENT ON UN RESOLUTION 1511 ON THE FUTURE OF IRAQ
16/10/03

The Foreign Secretary, Jack Straw, said that resolution 1511, passed unanimously by the United Nations Security Council on 16 October, 'represents an important step on the road to a free Iraq run by the Iraqi people by themselves for the first time in many, many decades'. The resolution ensures that there is a clear vision of a rapid transfer of sovereignty to the Iraqi people, sets up a clear timescale for the Governing Council to produce their own report on a timescale, and authorises a multi-national force under unified command, Mr Straw said.

UK RATIFIES PROTOCOL 13 TO THE EUROPEAN CONVENTION FOR THE PROTECTION OF HUMAN RIGHTS AND FUNDAMENTAL FREEDOMS

The United Kingdom has ratified Protocol 13 to the European Convention on Human Rights and Fundamental Freedoms banning the death penalty in all circumstances. Ratification demonstrates the United Kingdom's unequivocal stance against the death penalty and contributes towards the United Kingdom's foreign policy objective to achieve the world-wide abolition of the death penalty in all circumstances.

GHANA EXPO 2003: SPEECH BY FCO MINISTER, CHRIS MULLIN

In a speech on the first day of Ghana Expo 2003, FCO Minister, Chris Mullin, said: 'Ghana has traditionally been a successful market for British business and there is plenty of scope for expansion, especially in areas like agriculture, construction, IT and tourism...
