ACHIEVEMENTS OF THE STABILITY PACT FOR SOUTH EAST EUROPE
Foreign Office Minister, Denis MacShane, made a statement at the second conference for South East Europe in Bucharest on 25 October 2001, which focussed on the fundamental role that the Stability Pact for South East Europe has played in helping to rebuild the Balkans. He reaffirmed the United Kingdom’s financial commitment to the region and emphasised the achievements that have been made since the Pact was established over two years ago. Looking to the future, he stressed the need for further co-operation and ‘mutual responsibility’ and underlined the fact that reform remains the key to the Pact’s success, in order to establish social, economic and political stability in the region and ‘make South East Europe a European success story’.

‘THE ROLE OF THE EU IN THE FIGHT AGAINST TERRORISM’
FCO Minister of State, Peter Hain, gave a press conference on 25 October on the role of the EU in the fight against terrorism. He said that the EU had ‘played a major role’ which will ‘enable us to combat the terrorist threat much more effectively’ and ‘build an international coalition to make sure that Afghanistan and the region as a whole achieve greater stability’. Mr Hain announced the appointment of Paul Bergne, a former Ambassador to Tashkent, as the Prime Minister’s Special Representative for Afghan Affairs.

'DEVELOPMENTS IN ZIMBABWE'
In a press conference on 25 October, FCO Minister of State, Peter Hain, made a statement on Zimbabwe. He said Baroness Amos had gone to Zimbabwe to consider the Abuja agreements which Mr Hain said 'need to be honoured'. Mr Hain added that Britain is willing to contribute £35 million to international support for a land reform programme provided that it is without violence, according to the rule of law, and genuinely empowering the rural landless poor to give them a stake in the land.
