Programme budgeting tools and data

  • Last modified date:
    2 February 2012

The Department, and it's Arm's Length Bodies produce a number of tools presenting Programme Budgeting data.

Commissioner level expenditure data

Commissioner level programme budgeting data is published annually in the form of a benchmarking tool that enables commissioners to identify:

  • How they spend their allocation over 23 disease categories and their respective subcategories;
  • How their disease category level expenditure is split across 12 care settings (2010-11 only) and;
  • How their expenditure distribution pattern compares with other commissioners nationally, locally or with similar characteristics

The latest version of the Programme Budgeting PCT Benchmarking Tool contains estimates of expenditure for the 2010-11 financial year. To access the tool you will need WinZip or similar unzipping software. Please save the file to a local drive before opening.

Commissioner level data for previous years is available to download in the 2009-10 Programme Budgeting PCT Benchmarking Tool.

National expenditure data

England level programme budgeting data for 2003-04 to 2010-11 are available to download.

Cancer Network level data

Gateway reference: 16508

Programme budgeting data at Cancer network level for 2009-10 is available in the NHS Cancer Commissioning Toolkit, which also includes information on a range of other high level indicators.

Programme Budgeting data is presented at Cancer Network level for 2006-07 to 2008-09 in the 2008-09 Cancer Networks workbook. The workbook enables Cancer Networks to compare their expenditure on the Cancer and Tumours Programme Budgeting category and its subcategories against other Cancer Networks and previous years.

Cardiovascular disease network level data

Gateway reference: 16147

Programme Budgeting data is presented at Cardiovascular disease (CVD) network level for financial years from 2003-04 to 2009-10. The workbook enables CVD networks to benchmark the aggregated expenditure of the PCTs within their geographical area on CVD with that of other CVD networks for 2007-08 to 2009-10. Crude expenditure data is also presented for 2003-04 to 2006-07.

Programme budgeting tools

To aid commissioners in the health investment decision making process, a number of tools linking Programme Budgeting expenditure at disease level to patient outcomes are available.

The Spend and Outcomes tool

The Spend and Outcomes tool has been developed by the Association of Public Health Observatories (APHO). This interactive tool provides a snapshot of expenditure and patient outcome data for the main Programme budgeting categories enabling comparisons with commissioners nationally or with similar characteristics.

Programme budgeting atlases

Commissioner level programme budgeting expenditure has been linked to health outcomes, Quality Outcome Framework (QOF) data and Hospital Episodes Statistics (HES) data in the Programme Budgeting atlases. The interactive atlases present Programme Budgeting expenditure data alongside clinical and health outcome indicators in a user friendly graphical format combining maps, tables and charts.

NHS Comparators

NHS Comparators provides quarterly inpatient activity and expenditure data by programme budget at England, SHA, Commissioner and Practice level. Prescribing expenditure and volume data linked to Programme Budgeting category are now also available. NHS Comparators allows commissioners to track expenditure and patient outcomes over time and make timely decisions on health investment.

There are significant changes to the costing methodology for the 2010-11 financial year. Guidance and costing methods for the 2010-11 Programme budgeting data collection are available to download from the NHS Finance Manual website.
