On 4 October 2007, Lord Darzi announced the creation of a Health Innovation Council. The council was designed to act as an overarching guardian for innovation from discovery through to adoption, and will hold the Department of Health and the NHS to account for helping to overcome barriers and taking up innovation. The Council’s work is closely linked to the work of primary care trusts and practice based commissioners.
