What is the Telecare Learning and Improvement Network?

The Telecare Learning Improvement Network (LIN), a subsidiary of the Housing Learning Network, supports the redesign of local services. It does this by applying telecare to aid the delivery of housing, care and support services for older and vulnerable people. The LIN also promotes the learning and service improvement elements of DH's £80 million prevention technology grant from April 2006, and links with related housing, care and support capital and revenue programmes.

The Telecare LIN was set up in 2005 as part of the health and social care change agent team at the Department. It works alongside other networks in particular the Housing LIN, the Better Commissioning LIN and the Integrated Care Network.

Objectives

The Telecare LIN aims to:

  •  identify local market information on the supply of community housing, social alarms provision, telecare and support services for older and disabled people
  • access support on developing and implementing regional and local telecare action plans
  • obtain advice on public and private sector capital and revenue streams to help make business investment decisions
  • distribute guidance on the DH's prevention technology grant and allocation arrangements
  • make sure that good practice is applied to local settings
  • support successful applicants with the development process, and share their learning with unsuccessful applicants
  • access knowledge management tools to support practice development and service improvement
  • secure funding to research, test and evaluate new and innovative models of housing with care solutions support
  • offer training and consultancy resources to support service development and change management processes
  • convene regional LIN meetings to identify and share what works.

Who uses the Telecare LIN?

The LIN's regional and national work brings together groups of health, social care and housing commissioners and senior managers in the public, private and voluntary sectors. These are involved in the planning, commissioning, development and delivery of housing, care and support solutions for older and vulnerable people.

Activities

The activities of the network include:

  • thematic workshops, seminars and conferences
  • regional and local learning sessions with experts
  • a comprehensive online resource to help share information
  • commissioning specific research and initiatives to support innovation or improve understanding of how telecare can support housing based care and support
  • capturing evidence of good practice and case studies
  • distribution of the outcome of key findings, initiatives and projects
  • development of a virtual network to facilitate information exchange, discussion and support.

Example reports, toolkits and multimedia resources

Building telecare in England is the DH circular that sets out the vision for telecare services. 

The Telecare implementation guide aims to help authorities working with their health, housing and social care partners develop their local telecare strategies and make best use of the DH prevention technology grant arrangement.

Telecare: living with independence is a CD-rom that promotes and supports the development of telecare enhanced services for older people and vulnerable adults.
