MMC and the subconsultant grade

Request

A request under FOI Act 2000 was received in January 2007 for:

  • Details/documentation of meetings where Lord Warner has discussed the motives behind MMC and specifically the 'subconsultant grade'.
  • Specifically documentation concerning the motives behind creating a subconsultant grade.
  • Specifically documentation of meetings where Lord Warner has discussed suppressing the truth behind MMC and where Lord Warner has discussed how to implement MMC with a minimum of fuss from the unions.
  • Information as to why MMC has been implemented so quickly and the motives of Lord Warner behind this.

Response

Several documents were released in 2007 and these can be found below.

Other documents were withheld but are released today following a Decision Notice of 30 March 2009 from the Information Commissioner’s Office.  Some names are obscured as the Decision Notice allows.

These documents are now over three years old and refer to a policy proposal that was not pursued by the Department of Health
