Commercial Resource Framework

To support the delivery of World Class Commissioning, Choice and Competition, and other policy objectives and programmes, including the recently launched Commercial Operating Model for the Department and the wider system, the Department of Health and NHS organisations have a common need for commercial support skills.

The Commercial Resource Framework (‘the Framework’) has been developed by the newly formed Procurement, Investment and Commercial Division (PICD – formerly the Commercial Directorate) and NHS Purchasing and Supply Agency (NHS PASA). It will be available from 1 June 2009 to all NHS organisations seeking to recruit commercial short-term resources.

The Framework provides the Department and NHS organisations with easy access to a list of pre-qualified suppliers for non-permanent workers with commercial skills.

The type of commercial roles which are available from the Commercial Resource Framework will include but not be limited to the following: commercial director, commercial managers, commercial relationships managers, financial analysts, (including financial modellers), contract managers, commissioning managers, project managers/directors, programme managers/directors, project coordinators, business analysts and procurement specialists.

Additionally, subject matter expert roles to support commercial activities may include, but not be limited to: legal advisors, commercial clinical, advisors, workforce/human resources advisors, IMandT advisors, communications specialists, researchers and finance advisors.

Benefits of the Framework include:

  • quality candidates that can be provided at short notice and deliver high performance.
  • provision of commercial capability and capacity at the lowest whole life cost.
  • transfer of commercial skills to sustain the commercial development throughout the Department of Health and the wider system.

The Framework became available for the Department and NHS to use from 1 June 2009.
