Nursing and Midwifery Professional Advisory Board (PAB)

The Nursing and Midwifery Professional Advisory Board (PAB), is a board of clinical professionals who provide expert advice on nursing and midwifery workforce planning to the Department of Health's Chief Nursing Officer.

The purpose of the Board is to:

  • Provide professional oversight, assurance and expertise to the Chief Nursing Officer’s Directorate
  • Influence decisions concerning workforce planning and development for the nursing and midwifery professions and their support staff at a national level. 
  • Develop policy and other proposals to inform and deliver changes needed to improve nursing and midwifery education identified in national policy documents.
  • Consider transformational developments in service provision and delivery, and the impact upon the nursing and midwifery workforce and their education needs.

How it works

  • Meets on a monthly basis.
  • Has two Co-Chairs:
    Dr David Foster Deputy Chief Nursing Officer, Department of Health
    Professor Helen Langton, Pro Vice Chancellor and Executive Dean, Faculty of Health and Life Sciences, University of the West of England (who is a stakeholder member of the Board).
  • Has representation from key stakeholder organisation. Each has one member but also may nominate one pre-determined, named alternate to attend if necessary.
  • Is accountable to the Chief Nursing Officer and report to her with recommendations concerning all aspects of nursing and midwifery workforce planning and development.
  • Reports to the Workforce Availability Policy and Programme Implementation Group (WAPPIG).

What we do

The Board:

  •  Uses information from the Strategic Health Authority workforce plans, the Centre for Workforce Intelligence, information from other PABs as appropriate and other national and international sources to inform its decisions.
  • Interface with the Allied Health Professions PAB and Medical Education England.
  • Provides advice to the Strategic Health Authorities on workforce plans in light of the national and international strategic picture and take into account the quality and productivity challenge.
  • Provides a forum to share relevant policy thinking and developments.
  • Undertakes activity on a task and finish basis, and, if appropriate, commission policy development.
  • Provides a forum to share and inform emerging implementation and communications plans.
  • Ensures that plans across stakeholders are coherent and joined-up.

Achievements

The PAB set up the following task and finish groups to address the important issues the Nursing and Midwifery workforce currently faces:

  • Genetics in Nursing and Midwifery, chaired by Professor Maggie Kirk Head of Research/ Leader Genomics Policy Unit, University of Glamorgan
    This group has been set up to assess issues concerning the future of genetics in relation to the nursing and midwifery profession
  • Learning Disability Nursing, chaired by Professor Robert Gates, Academic and Professional Lead for Learning Disabilities Hertfordshire University
    This group has been set up to analyse the diminishing numbers of learning disability nurses and assess possible solutions
  • Multi-Professional Education and Training (MPET), chaired by Joe McArdle, Assistant Director of Education and Commissioning, North West SHA
    This group has been set up to assess the implications of MPET reductions to future nursing and midwifery workforce supply and productivity

The PAB also collaborates with the Health Visitors workforce steering group to identify, research and consider health visiting workforce issues.

Guidance for Integrating the Clinical Leadership Competency Framework into Education and Training

The Nursing and Midwifery Professional Advisory Board has actively engaged with reviewing the Clinical Leadership Competency Framework and recognises the added value it provides to the education and training of the nursing and midwifery workforce. It endorses the use of the framework both by higher education providers in delivering pre and post registration training and by service providers in securing the workforce that will strive for excellence in patient centred care services.
