Stephen was appointed acting Director General Personal Tax in November 2010. His Executive Committee portfolio includes PT Operations, PT Change, PT Product and Process, Specialist PT and PT Customer and Strategy.

Having formerly been a research scientist, Stephen joined the Inland Revenue in 1977. He trained as a Tax Inspector and then led a large city centre tax office before taking a number of Head Office roles, in operational policy, operational management and strategic planning. He was then Programme Director for the merger of Inland Revenue and Contributions Agency in 1998 before becoming Director Operations, in charge of 43,000 staff and 650 offices across the UK, Director HR and finally (in IR) Director International.

On the formation of HMRC, Stephen became Director CT&VAT, led the work on the Five Year Plan and then Director Business Customer Unit.
