All public spending proposals for policies projects or programmes need to be supported by a proportionate and well structured business case at the heart of which lies assessment according to the Green Book guidance.

The '5 Case Model' which originated in the Treasury has been recommended by successive Green Books and has been in widespread use across the public sector for some years. It complies with both the Green Book guidance on assessment and the OGC Gateway process for project assurance.
