The case for open markets: how increased competition can equip Europe for global change

Europe cannot compete in a global market if it is unable – or unwilling - to complete the Single Market, drive up levels of competition and become more open to the rest of the world. This paper considers how Europe can move from the older inward-looking model to a flexible, reforming, open and globally-oriented Europe and outlines the main policy challenges for EU governments.
