The Community Emissions Trading Scheme (Allocation of Allowances for Payment) Regulations 2008
This consultation document sets out Government's proposed draft Regulations and Scheme which will allow the Government to make allocations for payment of the EU ETS allowances, by way of auctions or other routes to market.
The Government welcomes views and comments on the draft legislation by 21 April 2008, and envisage that consultees may wish to see these drafts in the light of the current Defra consultation on auction design; 'Proposed UK auction design for use in the EU ETS Phase II', which closes on 14 March 2008.
