Aviation duty: a consultation

In Pre-Budget Report 2007, the Chancellor announced that the Government intended to replace air passenger duty with a new duty, payable per plane rather than per passenger, in order to send better environmental signals and ensure that aviation makes a greater contribution to covering its environmental costs. This consultation considers options for the design of the new duty, puts forward a lead proposal and invites views from interested stakeholders.
