Developing Workforce Skills: Piloting a New Approach

The 2001 Pre-Budget Report announced pilot schemes to test new approaches to workforce development in the UK.  This paper sets out more details of these Employer Training Pilots. The National Skills Task Force analysed UK skills in some depth; recent reports of the Performance and Innovation Unit (PIU)and the joint CBI-TUC productivity working group have built on this work,looking particularly at workplace training issues. The first chapter takes up their analysis, while later chapters examine the potential role of government intervention in skill development and set out details of the pilot schemes which  will explore how this intervention can best be targeted.
