Capability review

Introduction

Gus O’Donnell, the Cabinet Secretary, launched a programme of capability reviews for all central Government departments in 2006. The aim of the reviews is to undertake a robust assessment of a departments’ capability to meet its future challenges.

The Treasury’s capability review

The Treasury’s capability review was published on 17 December 2007.

The report set out four key areas for action:

  • Work more effectively to change the culture, behaviours and diversity of the Department and secure the skills needed to meet future challenges
  • Engage and communicate more effectively with stakeholders and other government departments to build common purpose
  • Clarify the department’s role at the centre of government to improve performance management and support delivery across the civil service
  • Focus on the role of the leadership in driving change with pace in a new operational framework.

On publication, Nick Macpherson said:

“The Treasury Board and I welcome this report. We are pleased that the review recognises that there is much that is excellent in the department. I believe that the department should be proud of its record and celebrate its achievements.

The review identifies important areas for action, ones which the Board and I recognise. We have already begun to tackle these issues and we are pleased that the review gives us credit for work already underway to strengthen our workforce and clarify roles and responsibilities at the centre of Government. However we are not complacent and know we have further to go if we are to achieve lasting change in the department.”
