Policy costings

This document sets out detail on the assumptions and methodologies underlying costings for policy decisions announced since the last Budget that have a greater than negligible impact on the public finances.

The publication of detail on policy costings and the establishment of the Office for Budget Responsibility (OBR) are part of the Government’s wider commitment to increased transparency.

Chapter 1 explains the methodology and general principles for calculating the cost or yield of policy decisions and the interaction with the OBR’s public finances forecast.

Chapter 2 includes detailed information on the key assumptions applied in all major policy costings in the Budget. Annex A sets out the indexation assumptions included in the public finances forecast baseline, including all pre-announcements.
