Responsible for working with the Further Education (FE) sector to deliver on the Government's agenda for adult skills, including:

  • Improving the FE sector; Improvement Service and Lifelong Learning UK; adult learning initiatives
  • Qualifications reform; qualifications based on learner and employer needs, with greater clarity and more flexibility and choice
  • Sponsorship of the Learning and Skills Council (LSC), including LSC budgets and annual grant letter
  • Transition from the LSC to the Skills Funding Agency, including formation of the National Apprenticeships Service
  • Apprenticeships, Children, Skills and Learning Bill to implement the changes above
  • Ensuring the FE sector is innovative
  • Skills Accounts; personal online account providing information on local courses and financial support
  • Integrating Employment and Skills including planning a new Adult Advancement and Careers Service; merging training & careers advice with help on issues like housing, tax credit and childcare
  • Informal Adult Learning; non-accredited learning for personal fulfillment
  • English for Speakers of Other Languages
  • Skills for Life; improving basic reading, writing, numeracy or information and technology skills
  • Offender learning; training, and support for those in custody and ex-offenders
  • Quality and standards in FE
  • egional policy for FE, including Regional Development Agencies (RDAs) and Multi-Area Agreement (MAAs)
