Responsible for working with the Higher Education (HE) sector to ensure that we sustain and develop world-class Higher Education in the UK, including:

  • Building strong relationships across the HE sector
  • HE teaching quality
  • Research Assessment Exercise/Research Excellence Framework in HE; assesses the quality of research in universities and colleges in the UK, enabling the higher education funding bodies
  • Climate change campaign in HE
  • High Level Skills; seeking to increase significantly the number of people qualified to Level 4 (or university level skills) and above
  • Voluntary giving; universities raising independent revenue from donors
  • Student support policy; student grants and loans
  • All student loans issues

Responsible for the Intellectual Property Office, promoting creativity and innovation in the UK, and ensuring it is fairly rewarded, particularly:

  • Delivery of trade marks, patents and registered designs
  • Copyright Policy Enforcement of IP
  • Promoting the role of IP in innovation and wealth creation

Additionally, responsible for the Department's contribution to Government-wide counter-terrorism work.
