House of Lords Reform

The Government believes a credible and effective second chamber of Parliament is vital to the health of our democracy.

On 18 September 2003, the Government published the consultation paper Constitutional Reform: next steps for the House of Lords (CP 14/03). On 22 April 2004 a summary of the responses to consultation was published. The Government announced on 18 March that it would not proceed with legislation to enact the proposals in the consultation paper.
