Notice to Exporters 2012/20 - How to apply for an export licence from the Export Control Organisation for drugs used in execution by lethal injection
Details of paper-based export licensing arrangements for barbiturate anaesthetic agents used for torture purposes and controlled on a European wide basis.
The Export Control Organisation, the UK's regulatory authority for strategic export controls, have put in place special paper-based licensing arrangements for applications of specified short and intermediate acting barbiturate anaesthetic agents.
These items are controlled on a Europe wide basis under Council Regulation (EU) No 1352/2011 which amends the EU Torture Regulation (Council Regulation 1236/2005).
Companies who export the specified items listed in the Regulation need to apply for an appropriate licence from ECO. This is an addition to any other existing licensing arrangements administered by either the Home Office, Medicines and Healthcare Regulatory Agency (MHRA) or the Veterinary Medicines Directorate (VMD).
