This document applies the levels of intervention approach to economic policy areas, with a particular focus on planning, to support understanding of the appropriate role of different government levels. Conclusions, further outlined in the Review of Sub-National Economic Development and Regeneration, include the need for further sub-regional involvement in planning policy, with a necessary provision of incentives to encourage sub-regional cooperation on planning issues.
