In March 1999, Government responding to a manifesto commitment to a new and strong drive to develop renewable sources of energy, commissioned a report to update the 1994 Assessment of Renewable Energy for the UK prepared by ETSU.
Following this the Government decided to introduce powers in the Utilities Bill to allow introduction of a Renewables Obligation. A public consultation to assist discussion of powers in the Bill was published in February 2000. This was followed in October 2000 by a consultation on the mechanism for the Renewables Obligation.
A response to this consultation was published alongside the Draft Renewables Obligation Order in March 2001. A Statutory Consultation on the Order was issued in August 2001.
