The Retail Enforcement Pilot (REP) is helping to improve the delivery of regulatory enforcement services and reduce administrative burdens on business.
REP is a key part of the Better Regulation Executive’s programme to embed the Hampton strategy of better regulation. It provides a framework for better collaboration between local authorities and national regulators, and aims to:
The new methodology is being tested in around 45 local authorities during 2007/08, and will be rolled out more widely if successful.

By using mobile technology and sharing data, regulators can pass on the intelligence they generate in each area.
This information helps them assess how well different businesses manage risk. Regulators can then distinguish between well-run organisations and those most at risk, performing poorly or trading illegally – and so target efforts where they are needed the most.
The REP methodology helps regulators reduce routine visits to low risk and compliant businesses, while giving advice and support to those that need it – such as small and start-up businesses.
This saves resources and helps avoid compliant businesses being inspected unnecessarily.
