Independent Panel's Final Advice to the Secretary of State

The independent panel, appointed by Tessa Jowell to advise her on BBC Charter Review, published its final advice on the future of the BBC on 28 January 2004.

This is the outcome of the debates which took place during the series of informed seminars, chaired by Lord Burns. The seminars were held between July and December 2004. This advice has fed into the Green Paper, which sets out the initial options for the future of the BBC and was published on 21 February.
