Welcome to the Coal sector of the DTI’s Energy Group web site

This sector covers the teams dealing with DTI's responsibilities concerning the coal industry, and with the various obligations arising from the industry’s period of public ownership to 1994. Both teams work to Deputy Director, Adrian Hyde, who works to Ann Taylor, Director, Coal Liabilities Unit (CLU), which is part of the DTI Energy Industries and Technologies Unit (EITU). Specifically, the work we do covers:

Coal industry issues

  • policy towards increasing the competitiveness of the UK coal industry;
  • awareness of environmental regulations and their impact on the coal industry
  • management of the UK Coal Operating Aid Scheme (UKCOAS)
  • management of the UK Coal Investment Aid Scheme
  • UK's obligations relating to coal under the European Treaties, in particular the EU's coal state aids regime.

Other coal issues inherited by DTI from British Coal

  • supervision of the regulatory and other arrangements established by the Coal Industry Act 1994;
  • sponsorship of the Coal Authority; coal subsidence;
  • management of residual rights and obligations arising from the 1994 privatisation including: supervision of contracts for delivery of concessionary coal to certain ex-British Coal employees; Government's interest as Guarantor of the coal industry's pension funds
  • enforcement of DTI's rights under the 1994 privatisation agreements:
  • supervision of contracts for delivery of concessionary coal to certain ex-British Coal employees;
  • representation of Government's interest as Guarantor of the coal industry's pension funds.

CLU is also responsible for coal health claims and pensions.

EITU also covers Cleaner Fossil Fuels technology.
