Public Service Reform This discussion paper was prepared as background to the conference organised by the National School of Government on 6th June 2006 on '21st Century Public Services - Putting People First.' It aims to set out the main elements of the UK Government's approach to public service reform, and the principles and evidence underpinning them. A summary pamphlet also accompanies the main discussion paper.
