Research




The secretariat teams within OME regularly commission specific research projects on behalf of the individual pay bodies they support. Details of these projects can be found by accessing the respective body's home page (see links below). OME, in the guise of its Research and Analysis Group (RAG), also commissions cross-cutting research projects that may be of interest to several pay bodies and external organisations.
RAG was constituted in 2003 and is led by OME’s Chief Economist and Deputy Director, Margaret McEvoy. Its six members, all of whom perform other duties within OME, have shared responsibility for the following functions:-

• Improve the analysis of evidence submitted to the Review Bodies
• Ensure the most effective management use of the consultancy budget to achieve OME research objectives
• Add value to secretariat papers concerning technical1 issues
• Support the development of the skills and knowledge base in OME on technical issues
Technical issues are those with a statistical, economic or remuneration content.
RAG has responsibility for the achievement of a number of key tasks within the OME business plan during 2009/10. These are reproduced below:-
• To enhance basic OME skills in areas of remuneration, statistics and labour economics.
• To provide relevant macro and micro economic briefing in a digestible and timely manner to Review Bodies / Police Chair and Deputy.
• To improve networking with economists in Other Government Departments, HMT and the other parties on technical issues to reduce the scope for factual misunderstandings/disputes.
• To maintain an advisory group of economists appointed to Review Bodies and to use this support to improve technical inputs to OME and to encourage a more consistent approach to technical issues across the Review Bodies.
• To assess priorities and intelligence gaps before the review round begins to ensure that issues arising from earlier reviews are being properly addressed.
• To ensure that OME liaises with Government Departments, academics and others to provide relevant economic briefing in a digestible and timely manner to the Review Bodies, PNB and PABEW.
• To monitor progress against OME’s Research Strategy, ensuring effective management of the overall research budget.
