Legislation
The European Parliament and Council adopted
in 2001 a directive
on copyright which seeks to harmonise aspects of copyright law across the
Community and to enable the Community and member states to ratify the World
Intellectual Property Organisation (WIPO) Copyright Treaty of 1996. The
Patent Office is responsible for implementation in the UK, and has published
draft regulations, but it did not meet the deadline set for implementation
of December 2002. It has not yet published the final text of the regulations,
which are expected to differ significantly from the draft and to have far-reaching
effects on users of copyright materials and on librarians and archivists.
