Welcome to the home page of the Armed Forces Personnel Administration Agency (AFPAA).

AFPAA was formed as a tri-Service Agency in 1997 to provide harmonised personnel administration services and systems for the Armed Forces, and the prompt and accurate administration and payment of pay, allowances and pensions to serving and retired Service personnel. These services are delivered through a partnering arrangement with Electronic Data Services (EDS) and through an enabling contract with Paymaster (1836) Limited.

AFPAA has responsibility for the development and delivery of a tri-Service administration system, known as Joint Personnel Administration (JPA), underpinned by a Commercial Off The Shelf (COTS) IT system – Oracle HRMS. JPA will harmonise and simplify personnel and pay administration across the Services. Crucially, the Agency will have direct interaction via the JPA system with some 275,000 Regular and Reserve personnel and 380,000 Armed Forces pensioners.

AFPAA has undergone a significant restructuring programme in order to capitalise fully upon the opportunities presented by the introduction of the JPA service and has invested heavily in the creation of the Joint Personnel Administration Centre (JPAC), which acts as the interface between the Agency and members of the Armed Forces. AFPAA has also assumed responsibility for some additional services, including the assessment and dispatch of all MOD Medals and the administration of all casualty and compassionate cases.

AFPAA services are principally delivered through a partnering agreement with EDS Defence, underpinned by an agreed set of Partnering Principles. The Agency is managed at the highest level by the Joint Partnering Management Board (JPMT), comprising MOD and EDS directors. This unique style of joint working can be seen operating at all levels within the Agency and helps drive performance and collaborative working across the full range of AFPAA business.
