Occasionally and in the short term, only the threat or use of military force can halt conflict and/or restore human security. In such situations, military operations should be part of a Comprehensive Approach, where all interested parties have a unifying theme, commonly understood principles and collaborative processes. The MAO/PSO team articulates UK military doctrine for such operations, eg PSO doctrine, and works to ensure shared understanding, outcome-based thinking and collaborative working with the interested parties

Whilst remaining a distinctive part of DCDC, interacting with a very wide range of actors and agencies both at home and abroad, conceptual and doctrinal work (under the multi-agency and PSO banners) will be increasingly merged and blended into mainstream concepts and doctrine work.

The Principal Output is: “Develop, articulate and promote the Defence role in crises and conflict as part of the multi-agency Comprehensive Approach”.  Two modified roles will progressively guide and shape the delivery of the strategy for FY 06/07:

a. Increase the effectiveness of multinational military crisis response doctrine.

b. Promote the Comprehensive Approach, as the complementary, cross-Governmental expression of the Effects-Based Approach, in the prevention and resolution of crisis and conflict.
