RAF Post Aircraft Accident Alerting and Post Crash Management Initiation


With the disbandment of IFS and formation of the Defence Aviation Safety Centre on 1 Apr 02, procedures for RAF post-crash accident alerting and Post Crash Management (PCM) initiation have been revised. The new procedures apply to RAF, D Flying-regulated and, within the UK, foreign military aircraft and come into effect from 1 Jul 02.

The principal elements of the new procedures are as follows:

  • The Defence Crisis Management Centre (DCMC) Deputy Chief of the Defence Staff Duty Officer (DCDSDO) becomes the recipient of initial aircraft accident reporting during working and non-working hours, i.e. 24/7 duty. The contact telephone number is: 9621-88938 or 0207 218 8938.
  • The DCDSDO will initiate MOD's immediate response to an aircraft accident, alerting key units and officials by telephone. Units and officials that have non-immediate actions will be informed by CHOTS/RAF Mail.
  • Once alerted by the DCDSDO, the HQ STC Duty Officer (DO) takes on responsibility for initiating RAF PCM until the Convening Authority HQ takes command and control of the crash site.
  • Except for the removal of IFS's role, RAF PCM procedures remain unchanged.

All units are requested to amend their crash/response plans accordingly. In addition, Annex B to 'AP3207 Chapter 5' should be amended accordingly, by deleting the reference to MOD IFS(RAF). Revised telephone numbers will be promulgated in the new JSP551 Flight Safety publication to be issued later this year.
