London Resilience

London Resilience is a strategic partnership that is working to ensure London is prepared for major incidents or catastrophes. It embraces all the key organisations and bodies in the capital in both the public and private sectors.

London Resilience was created in the wake of the 9-11 attacks in the USA. An inter-agency team led by a senior civil servant, with experts from the emergency services, transport operators, utilities, NHS and local government was commissioned to review London's preparedness.

The team found that London's emergency response arrangements were well prepared for the types of major incident that had been considered previously. However work was needed to address the scale and nature of new threats. London needed a new strategic emergency planning regime to cope with the step change.

The London Resilience Forum

The Forum is the body that oversees the work of London Resilience. It is composed of senior officials representing the main emergency organisations and key sectors within the partnership. It is chaired by the Rt Hon Nick Raynsford MP in his role as Minister for London Resilience and the Deputy chair is Mayor of London Ken Livingstone. The Forum reports to the Government.

The Forum has a number of sub-committees and working groups that concentrate on particular aspects of London's preparedness. These include:
  • The Blue Lights Sub-Committee (dealing with matters related to the emergency services)
  • The Utilities Sub-Committee (dealing with matters affecting the key utilities such as water, gas and telecommunications)
  • The Business Sub-Committee (representing the general business community)
  • The Health Sub-Committee
  • The Transport Sub-Committee
  • The Communications Sub-Committee (tasked with ensuring arrangements for warning and informing the public)
  • The Local Authorities Sub-Committee
The Forum and its sub-committees and working groups are supported by the London Resilience Team.

The London Resilience Team

The team grew out of the one that carried out the initial assessment of London's preparedness. It has a small core of civil servants but most of its members are specialists seconded from partner organisations to provide a unique combination of expertise.

The team is based within the Government Office for London. It currently has members from:
  • The Metropolitan Police Service
  • The British Transport Police
  • The City of London Police
  • The London Fire Brigade
  • The London Ambulance Service
  • The National Health Service
  • The Greater London Authority
  • Corporation of the City of London, Emergency Planning Department
  • Transport for London
  • London Underground
  • Thames Water
  • British Telecom
  • London Fire & Emergency Planning Authority (LFEPA)
  • The Government Information and Communications Service.
