Rights and responsibilities: developing our constitutional framework

Response to a Green Paper on constitutional reform, which started a national debate about the future of rights and responsibilities.

The paper explored if our rights and responsibilities should be drawn together in one place, perhaps in a Bill of Rights and Reponsibilities, so they are easily accessible and understood.

It suggested a range of subjects that might be covered by such a Bill, including equality, good administration, children's wellbeing, healthcare, criminal justice, victims' rights and the environment.


The consultation reached around 2,500 people through different means, including online engagement, written submissions and deliberative events. The summary of responses, published on 30 March 2010, sets out the conclusions and next steps.

An independent report, 'People and power: shaping democracy, rights and responsibilities', outlines findings from the deliberative events that sought public views on the issues.
