Joint Thematic Inspections Programme

All thematic work by HMI Probation is now carried out jointly with other Criminal Justice and other Inspectorates, mainly in the context of the Criminal Justice Joint Inspection Programme.

We have worked closely with the other Criminal Justice Inspectorates to produce Joint Inspection Programmes each year since 2007.

Some joint Thematic work focuses solely on children and young people and belongs within the Inspection of Youth Offending (IYO) Programme.

Recent work

In recent years we have led and published reports on the following joint thematic inspections:

o       September 2007: 'Getting Orders Started' (PDF 0.55mb), undertaken with HMI Court Administration.

o       March 2008, 'Probation hostels: Control, Help and Change?‘ (PDF 0.41mb), with HMI Prisons and HMI Constabulary.

o       October 2008, 'A Complicated Business - A joint inspection of electronically monitored curfew requirements, orders and licences' (PDF 0.26mb) with HMICA and HMIC.

o       July 2009, 'Prolific and other Priority Offenders' (PDF 0.42mb), with HM Crown Prosecution Service Inspectorate, HMI Courts Administration, HMI Prisons and HMI Constabulary

o       December 2009, 'Work prior to sentence with offenders with mental disorders' (PDF 0.43mb), with HM Crown Prosecution Service Inspectorate, HMI Courts Administration and HMI Constabulary.

In 2007-2008, we took part in two joint inspections of criminal justice areas, both led by HMICA in Dorset and Lancashire, and contributed to an enquiry, again led by HMICA, into the effectiveness of systems at Leeds Magistrates' court.

We also worked with HMI Prisons on a two-phase inspection of indeterminate sentences for public protection (IPP).  The first phase was led by HMI Prisons and focused on cases in custody and the report of that work, 'The indeterminate sentence for public protection' (PDF 0.34mb) was published in October 2008.  The second phase of the work, led by HMI Probation, is scheduled for publication in March 2010.

We are currently leading a joint inspection on sex offenders with HMIC, which is due for publication in the spring of 2010.
