Memorandum of understanding
This includes responsibility for constitutional matters, devolution and electoral reform. Responsibility for the Electoral Commission, IPSA, and the Boundary Commissions has also transferred to the Cabinet Office.

The memorandum of understanding sets out principles which underlie relations between the UK government and the devolved administrations.
They are supplemented by agreements on the establishment of a joint ministerial committee and for certain other areas where it is necessary to ensure uniform arrangements for relations between the UK government and the devolved administrations.
