Results of the 12th eSafety Forum Plenary Meeting on eCall

The 12th eSafety Forum Plenary Meeting, "eCall Summit: Time for Deployment", took place on 29 October 2009, in Brussels, Belgium; a report on the outcome has recently been published. The event was structured around 3 round table discussions, the results from which are summarised below:
- Round table 1 - Implementation of the in-vehicle equipment
The technology is believed to be ready and stakeholders are ready to start pre-deployment pilots. Automotive manufacturers will need some lead time to implement eCall in their vehicles. The eCall platform will serve to offer added value services; Qualcomm will not charge additional Intellectual Property Rights for eCall’s in-band modem solution. An open solution can be implemented in other platforms.
- Round table 2 - Implementation of telecommunications
Mobile Network Operators are ready to participate in pilots, however, parallel commitment from all stakeholders is also required. Standards are complete, subject to ballot, and will be available for the pre-deployment pilots. The eCall flag can be implemented within 1-2 years.
- Round table 3 – Implementation by Public Service Answering Points (PSAPs)
Some Member States are ready to launch deployment plans to handle the eCall service. Many Member States are willing to participate in pre-deployment pilots.
