Background Briefing papers to the Terrorism Bill

The Home Office introduced and published the Prevention of Terrorism Bill 2005 on 22 February 2005.

Alongside publication of the Bill, four papers were placed in the libraries of the House of Commons and House of Lords to aid discussion and debate on the issues. These papers lay out the Government’s approach.

Looks at the nature of the threat from international terrorism.

Paper Two: The UK’s Counter-Terrorism Strategy  PDF (file size 30kb)
Details the Government’s strategy to counter the threat.

Paper Three: Reconciling Liberty and Security  PDF (file size 30kb)
Explores the balance needed between personal liberty and national security.

Paper Four: Protect and Prepare  PDF (file size 30kb)
Looks at the action taken by Government, with its partners, to enhance the UK’s protection against terrorist attack and its preparedness to minimise the consequences of any attack.
