The Criminal Justice Act 2003 received Royal Assent on 20 November. Its radical new measures in conjunction with the Police Reform Act 2002 and Courts Act 2003, will overhaul and modernise the Criminal Justice System from end to end - from better detection, to effective sentencing and rehabilitation of offenders – with a clear focus on reducing crime.

The Act makes fundamental changes to pre-trial processes, including reforms to police and criminal evidence, bail, charging and disclosure. It will revolutionise criminal trial processes, by making changes to rules of evidence, double jeopardy, juries and appeals. It will put sense into sentencing, through comprehensive reform of the sentencing framework. It will also introduce provisions to address drug-related offending.

These reforms put the victim at the heart of the service, give the police and prosecution the tools they need to bring more criminals to justice, provide tough, effective sentences designed to reduce offending and introduce measures to enable successful rehabilitation.
The driving force behind the reforms is our goal to provide stronger, safer communities for all.
