ROLE & FUNCTION OF HMIC PERSONNEL & TRAINING

In supporting the Statement of Purpose and Objectives of HMIC, the role and function of HMIC Personnel and Training is:

  • the inspection of personnel, human resources, training and development functions conducted in the police service in England, Wales and Northern Ireland, in discharge of HMIC’s duties and powers under the Police Act 1996, Local Government Act 1999, and Criminal Justice and Police Act 2001

  • inspection, advice and senior appointment responsibilities for Central Police Training and Development Authority (Centrex)

  • to provide advice to the Association of Chief Police Officers (ACPO), Association of Police Authorities (APA), Centrex, HMIC, Home Office, Home Secretary, police authorities, police forces and other organisations on police training and personnel issues.

  • to maintain our independence of judgement and operate to the highest professional standards confirming at every opportunity that people are the vital resource and training is the key enabler of performance.

The outputs from these activities will be:

  • to undertake project managed, costed and timely inspection activity

  • to publish inspection reports which include recommendations that are in a ‘SMART’ format and subsequently support the service in their implementation

  • the maintenance of performance data relevant to inform Baseline Assessment and PPAF

  • our attendance at conferences, seminars and meetings to represent HMIC

  • to promote and develop the modernisation of personnel, human resource, training and development functions

  • the establishment and maintenance of joint working with other relevant agencies and organisations

  • the maintenance of an effective and efficient staff and resource base within P&T
